RA Prime Minister Nikol Pashinyan referred to the statement on recognizing Azerbaijan's territory of 86,600 km2 and clarified whether he thus recognizes Nagorno-Karabakh as part of Azerbaijan, "86,600 km2 also includes Karabakh. But it should be noted that we say that the issue of the rights and security of the Armenians of Nagorno-Karabakh should be discussed in the Baku-Stepanakert format."

According to Pashinyan, Armenia's governments have recognized Azerbaijan's territorial integrity, "Armenia is ready to recognize the territorial integrity of Azerbaijan with an area of 86,600 km2, and, in our opinion, Azerbaijan is also ready to recognize the territorial integrity of Armenia with an area of 29,800 km2. The issue of the rights and security of the Armenians of Nagorno-Karabakh should be discussed through the Stepanakert-Baku dialogue; in that format, we consider it important to create international guarantees for these negotiations."
