"The reports are not provided to Armenia. They are not provided to Azerbaijan, and they are not provided to Armenia. However, since the mission is directed by the officers of the RA Ministry of Defense, the Armenian side is well aware of what they [the observers] see. It is natural that they cannot be everywhere. Therefore, they can only observe and then report back to Brussels. However, they cannot report what they have not seen. Which is quite a logical factor. They were not present "on the ground" during the recent invasion and clashes... when the invasion took place. The border is quite long and there is a patrolling schedule. At the same time, the goal is not that they should be present when accidents happen. They monitor along the border and see what's happening around the border, but that doesn't mean they're exactly where something is happening at the moment.''
