Secretary of the Security Council Armen Grigoryan stated today that there has yet to be progress on the most critical issues in the negotiations with Azerbaijan, "It is the recording of 29,800 square meters of RA sovereignty, the creation of the Stepanakert-Baku international mechanism, and the creation of international guarantees."

According to him, even the provisions of the tripartite statement of November 9, 2020, cannot be observed today, "According to the tripartite declaration, Azerbaijan should not be present in the Lachin Corridor, but it is present at the moment. We need to have an institute of international guarantees or guarantors with which we will solve such issues."

He said the Western side should have presented conditions or offers in the negotiations, "The Russian Federation has previously made proposals regarding the peace treaty, and these proposals are publicly known; one of them refers to the postponement of the settlement of the Nagorno-Karabakh problem and other similar issues. In general, the negotiations are more bilateral at the moment, the mediators are trying to help so that progress can be made, and it makes no difference to RA where these negotiations are going."
