"As a rule, if negotiations are held on the spot, it is done through the commanders, based on internal agreements," explained RA Deputy Defense Minister Arman Sargsyan, referring to the issue of negotiations between Armenian and Azerbaijani servicemen at the border and their mechanisms, "There is no way to regulate the moment the need to negotiate may arise because negotiation is a broad concept and even an agreement on a minor issue is a form of negotiation, an opportunity. On the ground, as a rule, some officers find operational solutions in difficult situations, very often after adjusting with their commanders."
According to the deputy minister, local disputes that arise due to maps, etc., are resolved through negotiation and agreements,"There may be a situation where the commander reacts immediately and does not let the problem become a big conflict."
Sargsyan noted that yesterday's incident did not happen due to a lack of negotiations, "There was a provocation by the Azerbaijanis, clearly visible in the video we distributed. They approach, provoke and shoot."
