We call to send a fact-finding mission to Nagorno Karabakh.; the text of the draft NA statement

"On the morning of December 12, 2022, Azerbaijan illegally blocked the Lachin Corridor connecting Armenia with Nagorno-Karabakh.

Once again grossly violating the provisions of the tripartite statement of the Prime Minister of the Republic of Armenia, the President of the Republic of Azerbaijan, and the President of the Russian Federation on November 9, 2020, Azerbaijan aims to deprive Nagorno Karabakh of contact with the outside world.

To prepare for the provocation, Azerbaijan has been creating false propaganda pretexts for a long time. As a result of this highly provocative and explosive operation, the residents of Nagorno-Karabakh were deprived of the right to free movement, thousands of people, including children, were left on the roads in cold winter conditions, and many families were involuntarily divided, finding themselves on different sides of the blockade. Citizens with serious health problems are deprived of medicines and health services. The supplies of food and other essential goods were interrupted.

One hundred twenty thousand people were held hostage during the siege. Exacerbating the provocative and anti-human actions, on the evening of December 13, Azerbaijan closed the valve of the pipeline supplying natural gas to Nagorno-Karabakh, which it had installed after the pipeline was blown up on March 7, 2022. In the created situation, gas-heated schools and kindergartens were forced to stop their work, resulting in about 22 thousand children being deprived of the right to education.

As a result of the actions mentioned above of Azerbaijan, a humanitarian disaster is starting in Nagorno-Karabakh, fundamental human rights and freedoms are being grossly violated, and the security of Nagorno-Karabakh Armenians is under direct threat. This is proof that Azerbaijan has adopted a policy of genocide towards the Armenians of Nagorno-Karabakh.

The systematic violations and provocations of the cease-fire regime by the Azerbaijani Armed Forces on the line of contact in Nagorno-Karabakh make the ontological danger of Armenians in Nagorno-Karabakh more concrete.

By closing the Lachin Corridor, Azerbaijan directly violates the provisions of the tripartite declaration of November 9, 2020, according to which the Lachin Corridor is under the control of the Russian peacekeeping force in Nagorno-Karabakh and the Republic of Azerbaijan guarantees the safety of the movement of citizens, vehicles and cargo through the Lachin Corridor.

Based on the current situation, we'd like to call on the Russian Federation to carry out the necessary actions to ensure the full implementation of the provisions laid down in the tripartite statement of November 9, 2020, in the zone under the control of Russian peacekeepers.

We call on the international community to strongly and directly condemn the actions of Azerbaijan and take measures to prevent the unfolding of a humanitarian disaster in Nagorno-Karabakh. In the current situation, it is essential to launch or restart the international mechanisms for ensuring the rights and security of the Armenians of Nagorno-Karabakh. We call on the co-chair and member states of the UN Security Council, the OSCE Minsk Group, to send a fact-finding mission to Nagorno Karabakh to monitor the humanitarian situation," the draft statement states.
