"In point 6 of the November 9 statement, it is clearly stated that:
The Lachin Corridor is under the control of the Russian peacekeeping troops in Nagorno-Karabakh. In other words, in the corridor, the military group does not stand between the Azerbaijan Army and the NK Defense Army to prevent clashes. Still, it exercises direct control over a 5 km wide area to ensure uninterrupted communication between the NK and Armenia.
According to the statement, neither Nagorno-Karabakh nor RA have any function in the Lachin Corridor because it is not under the latter's control.
Azerbaijan does not have any function in the corridor for the same reason. Still, it has one obligation: "The Republic of Azerbaijan guarantees the safety of movement of citizens, vehicles, and cargo in both directions through the Lachin Corridor."
In other words, Azerbaijan has undertaken not to jeopardize the free movement of the territory under the control of the Russian peacekeeping troops in any way. (For example, don't bomb the road or send fake environmentalists there to block it).
By illegally blocking the Lachin Corridor, Azerbaijan has violated this obligation.
As a result, the obligation of the Russian peacekeeping troops to control the corridor was also violated.
The resolution of the situation is the restoration of complete control by the Russian peacekeeping troops in the Lachin Corridor, by point 6 of the statement of November 9, by any means.
