"Where is the Armenian proposal?" Suren Surenyants

Radar Armenia's interlocutor is Suren Surenyants, a political scientist and head of the "Democratic Alternative" party.

- Today, the Secretary of the RA Security Council referred to Azerbaijan's denials that the issue of ensuring the security of Nagorno-Karabakh Armenians through international mechanisms was not discussed at the meeting between the Secretary of the RA Security Council and the assistant to the President of Azerbaijan, Hikmet Hajiyev. According to Grigoryan, the American side was also present at that meeting. How would you interpret this? Why is Azerbaijan taking such a step?

-Azerbaijan always informs that such a question is not discussed with Armenia. That is their official position. And they believe that they have solved the Karabakh issue and will ensure the same rights and freedoms for our compatriots living in Karabakh as other citizens of Azerbaijan have. Therefore, such a view of official Baku is not surprising. Now they are doing everything to reject all the talks about the settlement of the problem regarding the international mechanisms and the participation of Armenia. If you remember, a month before this, Aliyev expressed himself slightly differently. He said he has nothing to discuss with Armenia regarding the issue of Armenians living in Karabakh. Still, he is ready to inform the EU, the Russian Federation, and the United States of the measures they are taking on this matter as a manifestation of goodwill. It should be clearly stated that this is the official position of Azerbaijan.

- Speaking about the peace treaty negotiations, the Secretary of the Security Council noted that there is an agreement with Azerbaijan on only one point: establishing diplomatic relations within the framework of the Vienna Convention. What is this talking about?

- This indicates that there is yet to be an agreement on the rest of the issues. He said it is still being determined whether the Karabakh issue will be included in that agreement or will be left to create an international mechanism. In the last meeting of the deputy prime ministers, we see that they have yet to agree on unblocking communications, even clearing the railway. For now, there is only a desire or understanding to take steps toward establishing diplomatic relations. But there are still contradictions about the details.

-Also, Armen Grigoryan stated that there are two versions of the peace treaty: Russian and Azerbaijani. What does this mean, and where is the western one, according to you?

- Mr. Grigoryan is saying from a formalistic point of view that there are two versions of the contract because the proposals of Baku and Russia have the structure of a contract. And the approaches of the West are instead presented in the form of ideas. But something else worries me about what Grigoryan said: where is the Armenian proposal or the Armenian version? It is clear, isn't it, that in all other submissions, be it Russian, Azerbaijani, American, or European, the Karabakh problem will be fragile. In any case, we hold discussions based on other people's suggestions, which speak little about the strength of the Armenian agenda.
