Armen Grigoryan, Secretary of the RA Security Council, addressed the issue of whether there is a point in the edited text of the peace agreement on which there should be a bilateral agreement.
According to the Secretary of the Council of Ministers, "I have to say something sad, but there is one point on which there is an agreement: to establish diplomatic relations within the framework of the Vienna Convention. There is no clear agreement on all other points."
