Will a peace treaty resolve the NK issue, or will a separate international mechanism be created?

The RA Council of Ministers Secretary, Armen Grigoryan, spoke to journalists today about the possibility of mentioning Nagorno-Karabakh in the Armenian-Azerbaijani peace treaty. According to him, there has yet to be a final decision on whether the Nagorno-Karabakh issue will be resolved with a peace treaty or whether a separate international mechanism will be created.

Grigoryan reminded that after the meeting in Washington, there was an agreement that an international mechanism should be created so that Nagorno-Karabakh and Azerbaijan discuss the rights and security of Nagorno-Karabakh Armenians, "Until now, there is no clarity regarding this mechanism; there is no clarity."
