The issue of Artsakh can be resolved through direct negotiations between Baku and Stepanakert. Rubinyan
In the extraordinary session, NA Vice-Chairman Ruben Rubinyan referred to the RA authorities' foreign policy in the matter of Artsakh while stressing that the problem can be solved through direct negotiations between Baku and Stepanakert.
According to Rubinyan, "We believe that RA has internationally defined borders and territory, part of which is occupied by Azerbaijan. Azerbaijani troops should withdraw from there immediately and without any preconditions."
Regarding the Nagorno-Karabakh problem, Rubinyan noted, "We also believe that the issue of the rights and security of the people of Artsakh must be resolved because otherwise, it means the depopulation of Artsakh or the genocide of the people of Artsakh.
This issue can be resolved through direct negotiations between Baku and Stepanakert, with the participation of the international mechanism."
