Daniel Ioannisyan, head of the "Union of Conscious Citizens" organization, informed that the Council of Constitutional Reforms decided not to change the administration system.
"There will be no change in the governance model; there will be no transition to presidential or semi-presidential; state administration will remain parliamentary," he informed.
Ioannisyan also noted that he also voted in favor of that decision, commenting.
"1. The parliamentary governance model is less prone to crises and more conducive to their democratic and peaceful resolution.
2. Unlike the presidential (and semi-presidential) model, in the parliamentary model, the executive and legislative branches are formed by the same elections, and the confrontation between the legislative and executive branches is practically excluded.
3. Armenia cannot change the management model because it will significantly stress the state management system.
For clarity, the parliamentary differs from the presidential or semi-presidential in terms of who is the head of the executive power: the prime minister elected by the parliament or the president elected by the people.
"Union of Conscious Citizens," however, considers that the existing model is neither fully parliamentary.
