- The CSTO collective security meeting took place in Yerevan, the final documents of which were not signed by Armenia. How would you assess what happened?
- It is legal for Yerevan not to sign. The CSTO should make a political assessment and confirm that Azerbaijan has invaded the sovereign territory of Armenia, a member of the CSTO, and demand that the Azerbaijani troops return to the exit points. Not making such an assessment is related to the demarcation-delimitation process, where the CSTO leader Russia wants to assume the role of a mediator, and being a mediator implies equal distances.
- Now, the CSTO declaration must be revised. Will Armenia succeed in getting the desired document, or is this an option to postpone the topic for now?
- The process will drag on for some time. The revised document should include the most critical points for the Armenian side: the return of prisoners of war, detained persons and remains, the violation of the Artsakh contact line after the ceasefire, the withdrawal of Azerbaijani troops from Armenian territories, the need to criminalize war crimes committed by Azerbaijan, etc. Yerevan does not have diplomatic resilience under the current conditions. Nevertheless, it should be mentioned that Baku does not fulfill the agreements guaranteed by Russian mediation, and this has its logic. Once Baku implements the contracts, one can only move on to big agendas (such as lifting the blockade).
- How would you evaluate the bilateral meeting between the President of the Russian Federation and the Prime Minister of the Republic of Armenia? The Russian President announced that he and Pashinyan discussed issues of a regional nature, including the unblocking of transport infrastructure.
- Basically, the discussion refers to clause 9 of the November 9 ceasefire agreement. Moscow will try to keep in its hands the steering wheel of the implementation of point 9, which is of strategic importance for the entire region. The whole point of the discussions is related to the phased implementation of Article 9, which has a regional capacity.
-At the same time, the Minister of Foreign Affairs of Azerbaijan spoke about closing the Lachin Corridor. is this a coincidence in this situation?
- According to Baku, the decision to close the Lachin Corridor is a means of pressure to speed up the "Zangezuryan Corridor" opening. The Armenian side must firmly emphasize that no "corridor" exists in the statements and documents derived from November 9.
What Aliyev said is just the formula of the "corridor for corridor" strategy.
