Edmon Marukyan, Armenia's ambassador on special assignments, responded to Parvin Hayam oglu Mirzazade, the ambassador on unique projects of Azerbaijan, who a few days ago published an article on his "Twitter" microblog, where he referred to Marukyan's activities, making insulting comments.
"I got acquainted with the ambassador's article on special assignments of the Ministry of Foreign Affairs of Azerbaijan, which was dedicated to me and some of my publications on "Twitter."
Mr. Mirzazadeh, first of all, I think that you got a false impression regarding the norms of conduct, which I adhere to, in particular, regarding the way of addressing you. It seems that such a misunderstanding may be due to your ignorance of the norms on Twitter, where name-calling seems familiar. By the way, in English, in which my publication was written, the form of "name-mother-name" circulation is absent.
In his answer, Edmon Marukyan expressed confidence that there is a long-term and sustainable peace path in the region, and it is to withdraw the Azerbaijani service members from the sovereign territory of Armenia, to return all Armenian prisoners of war and detained persons, to carry out delimitation by the 1991 Alma-Ata declaration and protocol. It is the opening of communications based on the sovereignty of the parties, as well as the guarantee of the security, rights, and freedom of the Armenians of Nagorno-Karabakh.
"At the same time, threats and violence cannot be the way to peace. However, the threats directed at the Armenian people are crossed by a red line throughout your article, especially highlighted by the "attractive" title. Let me remind you that very recently, the President of Azerbaijan, Ilham Aliyev, signed the tripartite declaration of Sochi, within the framework of which he agreed to refrain from using force and the threat of force. I am deeply disappointed that, already today, your statements have gone beyond the scope of the agreements reached by your government. I also regret that, despite 33 years of service in the Ministry of Foreign Affairs, you tend to draw conflicting conclusions.
On the one hand, you talk about respect for older people, which is accepted in the Caucasus, and on the other hand, you reserve the right to engage in personal insults. As the classic said, "If you want respect, don't start with insults." Lying, sometimes beyond imagination, is one of the tools you often use in your judgments. Under the guise of revanchism, lack of pacifism, and other fabricated accusations, you hide your leadership's hunger to justify new military aggression. Under the same image, you are trying to hide the massacres of thousands of Armenians in Sumgait and Baku, which were accompanied by mass murders, looting, and arson. You also try to forget the constant violence against the civilian population of Nagorno-Karabakh, as happened during the aggressions recorded during the escalations of the conflict in 2016 and 2020. You are trying to hide the killing of civilians, holding and shooting prisoners of war, mocking the corpses of dead service members and civilians, destroying civilian infrastructure, and appropriation and desecrating cultural and historical heritage under the words of international law. It seems that it was in such an atmosphere that your constant attempts to distort and completely rewrite history developed, with the particular aim of appropriating Armenian cities and territories.
I will also emphasize the complete dissonance of your article when you make judgments about the concept of "sovereignty." On the one hand, for you, the borders between Armenia and Azerbaijan are recognized and precise when it comes to the rights of the Artsakh people; on the other hand, there is a need for delimitation and demarcation of these borders when it comes to Azerbaijan's military aggression against the sovereign territories of Armenia. Is that how it happens?" said Marukyan's reply letter.
Edmon Marukyan reiterated that there is a border between Armenia and Azerbaijan, which, as has been confirmed many times, should be delimited and demarcated by the 1991 Alma-Ata Declaration and Protocols. He reminded me that the joint border delimitation commission is actively working in that direction. As for the Nagorno-Karabakh issue, Edmon Marukyan considers it evident that this issue has never had the character of a territorial dispute.
"Concluding my speech, I would like to emphasize again that the path to peace is difficult, but there is such a path. Hate, violence, lies, and threats are opposed to peace, life, truth, and a bright future. The Armenian people have carried the cross of peacekeeping and justice for thousands of years, and today they will not give up their path. I believe in peace between Armenia and Azerbaijan if there is a clear political will to implement all agreements and sign a peace treaty. I can state with confidence that the Armenian side has a strong political will to implement the agreements and sign a peace treaty. Let's see if Azerbaijan has that political will," concluded the ambassador with special assignments of RA.
