During the plenary session on November 3, the Spanish Congress did not ratify 2021 with 174 votes against it, 132 votes in favor, and 35 abstentions. The agreement was signed on December 14 between Spain and Azerbaijan on the exchange of secret information; we learn about this from the Facebook page of the RA Embassy in Spain.
