- The third session of the Armenian-Azerbaijani border demarcation and border security commission took place in Brussels. How effective was this meeting?
- The demarcation and demarcation processes are also going on in parallel and contain mediating competition. I foresee the arrival of a common denominator as a challenge. The public has already been told that it is about several different maps. At this moment, the Armenian side can approach the process more conditionally, saying that the Azerbaijani troops must return to the exit point; the negotiations can continue after that. Now is the moment because the international community is also voicing the same demand. The invasion of Baku is connected with the demarcation process. they want to oppress and are in a hurry for the boundary to occur.
- What effect can the involvement of the EU and the Russian Federation have on the demarcation and demarcation process, considering the constant struggle for moderation?
- Basically, there is a mediating conflict. The Armenian side should try to see its opportunities. EU observers, fact-finders, and needs assessors can play a preventive role in Baku's future invasion plans. And Moscow's effort to delay the settlement of Artsakh, in terms of repairing the peacekeepers' mission, will take time, and it is also in our interests. In this mediation competition, delicate diplomacy is needed to preserve the bridges.
- There is also talk about the desire to sign a peace agreement by the end of the year. Judging by the results of the tripartite meeting in Sochi, how realistic is this? Will the parties be able to take that step?
- It is hard for me to imagine such a scenario. Everyone proposes peace, de-blockade, demarcation, and delimitation. The problem is the mediating competition and active operations to infiltrate the region. It is a conflict for the preservation or conquest of territories and does not suggest a final settlement.
- The Armenian Foreign Minister also announced that Azerbaijan, having achieved military success in 2020, is taking a tough stance. How long will Azerbaijan manage to show such a position? Or will it be possible to return him to the whole field under the pressure of international players?
-Azerbaijan is now proposing to demarcate its borders, obtain a "corridor," and leave the issue of Artsakh in the past. The first process is closely related to the collective West-Russian mediation competition. In the second case, the interests of Iran and Armenia coincide. Tehran made it clear that the status of the centuries-old border between Iran and Armenia will not change and started talking about the experimental phase of building a transit road through Armenia to the Persian Gulf-Black Sea. Regarding the Artsakh issue, other than Moscow, the other co-chairs say that it still needs to be resolved, and there is a status issue. The whole point, then, is to move with each major player, noticing these perspectives with excellent diplomacy.
