According to the Russian "Ria Novosti" agency, trilateral inter-parliamentary negotiations between Russia, Armenia, and Azerbaijan may take place soon, possibly in November. Earlier, Vice Chairman of the RF Federal Council, Konstantin Kosachov, announced that the RF Federal Council had started tripartite inter-parliamentary contacts to strengthen the trust between the peoples of Armenia and Azerbaijan.

Speaking to Radar Armenia, Tsovinar Khachatryan, spokesperson of the NA President, commenting on this news, first recalled the statement signed as a result of the tripartite meeting of the leaders of Armenia, Azerbaijan, and Russia in Sochi.

"The following part of the statement is essential for us: "We agreed to make additional efforts towards the urgent solution of the remaining, including humanitarian, problems. We agreed to refrain from the use of force or the threat of its use to discuss and resolve all problematic issues solely based on mutual recognition of sovereignty, territorial integrity, and inviolability of borders by the UN Charter and the 1991 Alma-Ata Declaration. I must add that only after the implementation mentioned above can we move on to conversations about other areas, including forming a platform for negotiations in an inter-parliamentary format," Khachatryan noted.

She detailed that a proposal for trilateral inter-parliamentary negotiations was made by the President of the State Duma of the Russian Federal Assembly, Vyacheslav Volodin, within the framework of the RA NA Speaker's official visit to the Russian Federation, and Alen Simonyan gave a positive answer.

"A clear format was not discussed or mentioned at that meeting. It was just an offer," said Tsovinar Khachatryan.
