Edmon Marukyan, Ambassador with Special Assignments of the Republic of Armenia, speaking about the peace treaty on the air of the Public TV Company, noted that there is no Washington project, nor is there a Western project.

There is an Azerbaijani draft of the peace treaty, which was transferred to the Armenian side, on which the Armenian side worked during this period, the works have been completed, and there will be a discussion about it at a future meeting. As for the Russian project, today, the Prime Minister recorded that this proposal was presented to the Armenian side in September. The Armenian side confirmed its positive attitude towards it. The Russian side knows this is acceptable for the Armenian side and unacceptable for the Azerbaijani side. Therefore, the Armenian side expresses hope that the Russian side will insist on its proposal in Sochi and convince Azerbaijan," said Marukyan.

According to Marukyan, Armenia can negotiate, talk, and present its approaches and is doing so. Still, the Russian side presented the proposal, and the Armenian side responded positively.

Edmon Marukyan, speaking about the "Khovaev plan," noted that during the attack on Azerbaijan on September 13, Igor Khovaev, the special representative of the Russian Foreign Ministry for the support of relations between Armenia and Azerbaijan, was in Armenia and felt what was happening. He added that Russia proposes to postpone the issue of the final settlement of the Nagorno-Karabakh problem; the West's proposals are as follows, that a mechanism is created between the representatives of Nagorno-Karabakh and Azerbaijan and that negotiations and discussions on the rights, freedoms, and security of the people living in Nagorno-Karabakh should take place under the observation of the international community. "The West says let's discuss the issue now, create such a mechanism; Russia has a project where it says let's discuss the issue later. We favor the Russian project; we say let's sign it; if it is not possible, then we should talk about creating a mechanism. "Azerbaijan does not agree to be postponed, nor does it agree to the creation of the mechanism," Marukyan said.

Referring to the Nagorno-Karabakh issue, Marukyan emphasized that no other institution in the world is more concerned about the security rights and freedoms of Artsakh Armenians than the RA and the state government.

"There is an idea that we can propose to Russia to extend the presence of peacekeepers in Artsakh for ten years. People want long-term certainty," said Marukyan.
