"Dear heads of government,

Taking this opportunity, I would like to express my gratitude to our Kazakh friends and personally to the Chairman of the Council of Heads of Government of the CIS, Prime Minister of the Republic of Kazakhstan Alikhan Smailov, for the traditional warm welcome and, by the priorities of Kazakhstan's presidency in the CIS, for the efforts aimed at the full realization of the potential of the CIS. I also congratulate Akilbek Zhaparov on the upcoming presidency and wish him fruitful work.

I want to thank the CIS executive committee and Sergey Lebedev personally for the work done in the direction of the executive committee and for participating in the organization of today's meeting.

Recently, at the Council of Heads of State, the leaders of our countries adopted decisions aimed at further developing cooperation within the framework of the CIS.

Having generally positively assessed the work done this year, I would like to emphasize that in the current economic conditions, the combination of efforts aimed at mitigating macroeconomic risks, as well as the implementation of targeted measures aimed at neutralizing possible financial, economic and social consequences, are of particular importance.

In this context, I would like to highlight the work done in the direction of the preparation of the draft agreement "On free trade of services, establishment, activities, and investments of the CIS member states," the implementation of which will become an essential factor for the growth of the national economies of the CIS member states. To achieve a tangible result, the Republic of Armenia is ready for an effective dialogue in this direction.

The creation and development of high, scientific, and competitive technologies is a priority for ensuring economic growth. At the same time, the development and implementation of technological development projects are of crucial importance. The consistent implementation of high-tech projects will give a tangible economic result and increase national economies' competitiveness. The integration of scientific potential, the deepening and expansion of existing traditional ties in this field, and the cooperation of the CIS countries in the scientific, technical, and innovative fields can be an additional stimulus in ensuring technological development.

The RA government considers rs digitization, innovations and the latest technologies to be the essential tools for creating an effective public administration system, ensuring a favorable business environment, and promoting economic growth.

The only fundamental document in the scientific and technical sphere within the framework of the CIS is the Agreement of November 3, 1995, "On the Creation of the Common Scientific and Technical Area of ​​the CIS Participating States." In this regard, it seems appropriate to think about the development of such a document that will take into account the new technological challenges, as well as the best global experience in the scientific, technical and technological spheres, which will allow the economies of the CIS member states to reach a new competitive level.

In this context, we support the adoption of the concept of scientific, technical, and technological cooperation of the CIS member states and the Action Plan for its implementation, which will positively affect the development of a common interstate scientific and technological area meeting the growing socio-economic needs of the population within the Commonwealth and facing modern technical challenges.

Against Armenia's constructive disposition to regulate relations with Azerbaijan, Azerbaijan's provocative actions and belligerent statements do not stop, where threats of force are followed by undisguised aggressive ambitions towards the sovereign, internationally recognized territory of the Republic of Armenia.

We believe that the leading role in the regulation of relations is assigned to the constructive joint work of the boundary and border security commissions formed within the framework of the implementation of the relevant agreement reached during the tripartite meeting of the Prime Minister of Armenia, the President of Russia and the President of Azerbaijan in Sochi on November 26 of last year.

It is essential to note that the agreement that in the demarcation process, we should rely on the fundamental documents of the CIS, according to which the former administrative borders of the Soviet republics became the state borders between Armenia and Azerbaijan.

As you already know, since September 13 of this year, Azerbaijan has bombarded the Republic of Armenia's internationally recognized, sovereign territory, including residential buildings, civilian objects, and civil I infrastructures, using drones, rifles, rifles, and artillery weapons.

As a result of Azerbaijani aggression, the number of victims and missing persons, including civilians, have now exceeded 210. It is known precisely about the death of three civilians and two missing civilians. Hundreds of people were injured to various degrees. The number of missing soldiers was 28.

More than seven and a half thousand people, primarily women, children, and older adults, were evacuated from the Gegharkunik, Vayots Dzor, and Syunik marzes of the Republic of Armenia.

The videos released by the Azerbaijani side regarding the torture, brutal murders, and physical mutilations of the captives, as well as the desecration of the bodies of the dead Armenian soldiers, shocked the consciousness of the entire civilized world.

It is highly alarming that the materials posted in the media, which testify to the war crimes and crimes against humanity committed by the Azerbaijani servicemen, are not only widely distributed among the Azerbaijani users of social networks but also receive a positive evaluation.

Azerbaijan's belligerent rhetoric indicates that this country intends to occupy more territories of Armenia, which must be prevented.

This is also evidenced by Azerbaijan's attempts to attribute regular violations of the ceasefire regime to the Armenian side, which is an attempt to prepare the ground for a new round of aggression against the Republic of Armenia. The risk of further attack by Azerbaijan remains very high.

In preventing new attacks by Azerbaijan, a specific role is assigned to international partners' direct and precise response to Baku's provocative statements.

Summarizing, I would like to emphasize that the political-diplomatic settlement of the Nagorno-Karabakh conflict is an integral part of establishing peace and security in the South Caucasus region, and to ensure stability and security, it is necessary to unconditionally and immediately withdraw the Azerbaijani armed forces from the sovereign territory of Armenia.

In the context of unblocking all regional communications, Azerbaijan's constant manipulation of the "corridor theme" which it is manipulated, only hinders the implementation of the tripartite declaration of November 9, 2020.

I want to emphasize that the word "corridor" is not mentioned anywhere in the ninth point of this statement. In the statement of November 9, 2020, the term "corridor" is used exclusively about the Lachin Corridor, which ensures the safety and livelihood of the people of Nagorno-Karabakh and has nothing to do with the topic of unblocking transport links in the region. We consider any fictional parallel between these arrangements to be counterproductive. :

In the statement, there is no unilateral commitment of Armenia to build a new road connecting the western regions of Azerbaijan with the Autonomous Republic of Nakhichevan.

We have always proposed and are proposing to unblock all transport and economic links in the region, based on respect for the sovereignty and legislation of the parties, through constructive dialogue and finding practical, mutually beneficial solutions.

Azerbaijan's apparent desire to route the unblocking of transport communications and to isolate people's touch as much as possible proves that the Azerbaijani side does not pursue the ultimate goal of establishing stable peace in the region.
