The Council of Europe and the European Union appealed to Armenia and Azerbaijan in a tweet.
"We call on Armenia and Azerbaijan to immediately join the 13th Protocol of the European Convention on Human Rights, which prohibits the death penalty in all circumstances," their slogan reads.
