"Baku-Stepanakert dialogue is required in all aspects." Vahram Atanesyan

About the events in Armenia and Artsakh, Radar Armenia talked with former NKR NA deputy political analyst Vahram Atanesyan.

- The previous two days, there were demonstrations in Stepanakert, and people wanted to meet with President Arayik Harutyunyan. I want to reflect on those demonstrations; what did they mean?

- Citizens have the right to ask the government questions. But in Stepanakert, there seem to be parallel or intersecting political ferments that aim to solve more internal issues.

- What are your impressions of the Pashinyan-Aliev-Macron-Michel quadrilateral meetings and then the Pashinyan-Erdogan engagements? As is known, there was also an announcement after the quadrilateral meeting.

- For now, it isn't easy to assess, especially to make a forecast. It is only necessary to record that a new round of negotiations is starting. The security risks, as far as the situation is considered, are the same; there is no significant change.

- According to you, do such meetings reduce or increase security risks? In this context, how do you see the future fate of Artsakh?

- In my opinion, if Stepanakert shows a new quality of political self-organization, the issue of Artsakh can be settled through the realization of the right to self-determination with international guarantees. In that case, we will have a real opportunity for security and accessible development in Artsakh.

- What do you mean by the new quality of political self-organization?

- The new quality of political self-organization is the assumption of clear responsibility.

- Prime Minister Nikol Pashinyan spoke about the direct connection between Stepanakert and Baku, the negotiations. Do you consider this option realistic?

- The Baku-Stepanakert dialogue is required in all aspects.

- However, there was a different reaction from Azerbaijan. Aliyev announced that the people of Artsakh are citizens of Azerbaijan, and Azerbaijan is not going to discuss the issues of improving the lives of its citizens with any international center.

- There is no international legal document based on which Azerbaijan has the authority to determine or not determine the status of Nagorno-Karabakh. And Aliyev's remarks are not worth commenting on.
