RA Prime Minister Nikol Pashinyan wrote on his Twitter microblog: "This is the second time Azerbaijan refuses to fulfill its promise to release Armenian prisoners. The first case was in May when a contract was made in Brussels, and the second is now when Washington, Azerbaijan, committed to releasing 17 Armenian prisoners by September 30.
