In an interview with "Voice of America," the Secretary of the RA Council of Ministers Armen Grigoryan stated that Armenia and Azerbaijan are discussing 4 interrelated agendas. Grigoryan listed the topics under discussion: humanitarian, de-blockade, delimitation and demarcation, and issues related to the Nagorno Karabakh problem.
He states, "In these directions, we tried to clarify how we move forward, and the peace agreement between Armenia and Azerbaijan is connected with all of this. The concreteness of how we move forward has been around these topics."
The Secretary of the Security Council noted that, in addition to the format of their meetings, Armenian-Azerbaijani negotiations are held in other forms as well, at the level of foreign ministers, deputy prime ministers, and heads of the national security service. According to Grigoryan, there are also meetings of the country's leaders, which are related to the progress recorded in other formats.
Grigoryan pointed out two main factors which made it possible to stop the fire on the border of Armenia and Azerbaijan. According to him, these are the retaliatory actions of the Armenian army and the involvement of the American side. "Secretary of State Blinken's involvement, who had several calls with the Prime Minister of Armenia and the President of Azerbaijan, as well as the intense involvement of the US at other levels, tried to stop the escalation. In this regard, these two factors played an important role: the response of the Armenian army and the involvement of the American side."
