Toivo Klaar, the EU special representative for the crisis in the South Caucasus and Georgia, referred to the border incidents, writing on his Twitter microblog: "Again, reports were received about the death of three Armenian soldiers and the wounding of one Azerbaijani soldier. These and many other meaningless sacrifices fuel hatred and instability. Security is possible only if borders are respected, and troops do not collide at close range. "Peace cannot be imposed."
