A new type of notification will be introduced: a report to the public
The National Assembly discussed the draft amendments to the law "On Notification System." As RA Deputy Minister of Justice Elena Tumanyants informed, in 2021, the RA Prosecutor General's Office received 75 whistleblowers, 68 related to cases of apparent corruption, and criminal cases were initiated in 10 cases of whistleblowers. 70 of the 75 whistleblowers were anonymous. Whistleblower proceedings were instituted in 59 points, the initiation of proceedings was rejected in 16 patients, in the case of 32 initiated whistleblower proceedings, the proceedings were terminated, and 47 were sent to the operative investigative body to verify the whistleblower.
According to him, anonymity is an essential means of protection. Statistics also show that they apply anonymously. "We will emphasize anonymity so that people can feel protected. Too often, surveys also show that whistleblowers refrain from whistleblowing because they fear a possible vendetta or some repercussions.”
According to the project, the Corruption Prevention Commission will, within its jurisdiction, ensure the recording, discussion, taking measures, and, if necessary, the initiation of administrative offense proceedings for each notification entered on the unified electronic platform.
