"The Key West document was not sent to Karabakh because Robert Kocharyan blackmailed, threatened, and forced NKR President Arkady Ghukasyan not to protest, and he went to those negotiations. Their real goal was for Nagorno-Karabakh to lose its mandate as a party to the conflict.
