According to the political scientist, the note sent by the Russian Embassy in Armenia was at a terrible and inconvenient time, on the first day of mourning announced in Armenia.
"That step, the reference to the note, is not a diplomatic step. This is anti-diplomacy. We have to understand that Russian diplomacy has never shone. This note is a clear manifestation of that," Stepanyan notes and adds that if we compare the statement of the French Ministry of Foreign Affairs with the note of the Russian Embassy in Armenia, we will see which one is a note to an amiable country and which one is not.
