The Ministry of Foreign Affairs of Azerbaijan stated that Azerbaijan's military aggression against Artsakh.

"On September 19, the armed forces of Azerbaijan unleashed another military aggression against the Artsakh Republic, violating the principles of international law and the provisions of the Trilateral Declaration on the Cessation of Hostilities of November 9, 2020. The capital, Stepanakert, and other settlements are currently subjected to massive artillery, rocket bombardment, and airstrikes. There are victims, including civilians.

The military aggression unleashed by Azerbaijan under the ongoing illegal blockade of the Republic of Artsakh is an undisguised genocide and an extreme expression of the denial of the people's fundamental rights.

The Ministry of Defense of Azerbaijan has already openly announced its intention to carry out the forced displacement of 120 thousand people of Artsakh, equivalent to the destruction of the people of Artsakh and its unity and integrity.

Subjecting the entire country to an illegal siege and using starvation as a method of war, Azerbaijan has decided to resort to force, confident that it will not meet the resistance of the international community. The Azerbaijani authorities have been preparing the ground for this military attack in recent weeks, openly and falsely accusing Artsakh and Armenia of military provocations.

It should be emphasized that the reports of the Russian peacekeeping troops confirmed none of these forgeries.

Azerbaijan's military aggression against Artsakh is a direct consequence of the lack of collective measures by the international community to stop its genocidal actions and the illegal blockade of Artsakh that has been going on for more than nine months.

Ignoring the warnings about Azerbaijan's criminal intentions and refusing to take appropriate actions, all responsible international actors failed to prevent another aggression by Azerbaijan against Artsakh.

The Republic of Artsakh demands the international community take all necessary measures to immediately stop the continuation of the Azerbaijani military aggression and ensure the population's safety.

The prevention of genocide is the responsibility of every state, including the actors involved. Inaction contributes to the commission of crime."
