The staff of the President of Artsakh issued a statement in which it said, in particular:
"We announce that according to paragraph 4 of the Decree NH-1792-N of the President of the Republic of Artsakh dated December 13, 2022, "On several measures and temporary restrictions implemented in the conditions of martial law declared in the territory of the Republic of Artsakh," the right to freedom of assembly is limited.
Gatherings are allowed exclusively by the government of the Republic of Artsakh and in the following cases:
1) on holidays and memorial days of the Republic of Artsakh.
2) To realize the right of self-determination of the people of Artsakh.
Given that circumstance, any gathering that does not comply with the requirements of this decree will be considered illegal, and the participants will be subject to legal liability.
Therefore, we call on the public not to give in to provocations to avoid additional tension and unpredictable consequences.
The authorized state bodies of the Republic of Azerbaijan, within their jurisdiction, will take all the necessary measures to preserve the constitutional and public order in the Republic and prevent illegal actions.
