The situation created in Artsakh is the consequence of the failure of the parties to fulfill their obligations under the tripartite statement of November 9, 2020. Therefore, it is okay to raise humanitarian issues and try to find ways to solve them, but to achieve the fulfillment of the tripartite declaration.
A citizen of Artsakh should consider something other than receiving medicine, infant formula, or food through the ICRC. Why should a citizen of Artsakh have a humanitarian problem that some new ways to solve should also be discussed? The population of Artsakh has been artificially placed in a humanitarian crisis due to deliberate and deliberate steps by Azerbaijan, so humanitarian ways are imposed in the face of a recommendation to get out of this situation, presenting all of this as a noble manifestation of humanity.
Therefore, the support of the international community should be requested not for solving humanitarian problems but for the implementation of the tripartite declaration of November 9, 2020, the decisions of the International Court of Justice dated 22.02.2023 and 06.07.2023, and to restore the supply of gas and electricity. If it is fulfilled, the people of Artsakh will solve all their humanitarian problems independently, and there will be no need for ICRC support or new ways of "salvation." And until that happens, the main conversation has to be about the humanitarian situation; surprisingly, even the parties to the tripartite statement talk about it.
By the way, the presence of Azerbaijanis on the roads of rescue or their proximity is a humanitarian crisis for us; the contemptuous examination of a patient at the "checkpoint," military targeting of harvesting equipment, the kidnapping of Vagif Khachatryan from a car bearing the ICRC emblem, the capture of the errant Rashid Beglaryan, and the will of the Azerbaijani authorities to achieve "peace" shines.
