Tigran Petrosyan, the chairman of the anti-crisis council attached to the president of Artsakh, published a document, writing: "This document was proposed by Lavrov on July 25. I have to publish so that the public understands what is really happening. Today, Putin has an opportunity to change his attitude and plans at the UN Security Council meeting. Let's wait."

"Basic principles and parameters of ensuring the security and rights of the Armenian population in the territory of the Nagorno Karabakh autonomous region of the former Azerbaijan SSR, by the legislation of Azerbaijan.

1. Equality before the law and equal protection, exclusion of discrimination on ethnic, linguistic, or religious grounds.

2. Prevention of forced resettlement of the Armenian population from their places of residence.

3. Legislative prohibition of persecution, punishment, and any restriction of rights against the Armenian population under the pretext of participating in local authorities and armed formations, except for persons found guilty by the court of war crimes.

4. Proportional representation of the Armenian population in the republican, regional, and city legislative, judicial, and executive power structures, including the police and prosecutor's office of Azerbaijan.

5. Participation in developing and adopting decisions concerning the Armenian population at the republican, district, and municipal levels.

6. Free use of Armenian along with Azerbaijani in state institutions, including when conducting official correspondence and office work, and in public places of settlements with a compact Armenian population, including posting road signs, signs, and announcements in Armenian.

7. Inviolability of the private property of the Armenian population, including real estate and plots of land.

8. Creation of public organizations and ensuring their smooth operation.

9. Ensuring the necessary conditions for the Armenian population's free practice of religion, the activity of religious institutions and organizations, and the inviolability of their property.

10. Preservation of Armenian culture and national identity, including historical and cultural heritage, and development of Armenian-language mass media.

11. Receiving preschool, primary, secondary, and higher education in Armenian in public and private educational institutions.

12. based on a separate agreement between Armenia and Azerbaijan, ensuring close cultural, educational, media, sports, and other humanitarian ties between the Armenian population in the former Nagorno-Karabakh region.

13. Establishment and maintenance of free and peaceful relations by the Armenian population across the border with persons legally located in the territory of other states, particularly with persons with whom they share a common ethnic, cultural, linguistic, and religious identity or a shared cultural heritage.

14. Unimpeded receipt of the Armenian population's external economic and humanitarian aid."
