Artsakh MFA made a statement in which it said, in particular: "Since June 15, it is already the 7th day that Azerbaijan has wholly blocked the delivery of all kinds of humanitarian goods, including food and medicine, to the Republic of Artsakh by the Russian Peacekeeping Forces (PRF) and the International Committee of the Red Cross (ICRC) through the Lachin Corridor. Thereby deliberately depriving the 120 thousand people of Artsakh, including children, women, and older people, of the minimum means of survival.
We emphasize that the complete and arbitrary blocking of the Lachin Corridor, in particular, the deliberate obstruction by the Russian peacekeeping troops and the ICRC to the transportation of humanitarian cargo intended for the basic needs of the besieged people of Artsakh, is considered a war crime in international law. In essence, Azerbaijan has moved from flagrant violations of the provisions of the tripartite declaration of November 9, 2020, and complete disregard of the legally binding judgment of the UN International Court of Justice of February 22, 2023, to actions that constitute a war crime.
Let's remind that the Lachin Corridor, which is provided for by the tripartite statement of the leaders of Russia, Azerbaijan, and Armenia on November 9, 2020, in particular, defines the exclusive control of the corridor by the Russian peacekeeping forces, has operated with strict and arbitrary restrictions by Azerbaijan during the past six months. And was used only for the passage of ICRC and Russian peacekeeping troops. On June 15, after a deliberate provocation with an Azerbaijani flag on the Hakari bridge, Azerbaijan blocked the corridor, including using armored vehicles. Thus, traffic in both directions through the gallery is already closed for representatives of the ICRC and the Russian peacekeeping troops, who were supplying essential goods to the Republic of Artsakh.
The complete blockade of the Republic of Artsakh and its isolation from the outside world deepens the humanitarian crisis. It prepares a fertile ground for Azerbaijan's ongoing crimes against humanity to turn into the crime of genocide. By completely blocking the Lachin Corridor, which is the only way of life for the people of Artsakh, Azerbaijan has taken its purposeful policy of ethnic cleansing of Artsakh and, as such, the destruction of its people to a new level.
There is no doubt that the original purpose of establishing illegal control over the Lachine Corridor was to block it further and use the blockade to conduct an aggressive and genocidal policy against the people of Artsakh. The Lachin Corridor, which was initially designed to ensure the connection of Artsakh with the outside world and was one of the guarantees of the everyday life of its people, is used by Azerbaijan as a military-political tool to carry out aggressive actions against the Republic of Artsakh and its citizens.
Deliberately starving 120,000 people, including women, older people, and children, causing them daily unbearable suffering, as well as imposing their own will through force or the threat of force, require the international community to take urgent and effective coercive measures to address the massive violations of the rights of the people of Artsakh. to prevent
We strongly demand that all responsible members of the international community take the necessary collective and individual measures to stop the ongoing international crimes committed by Azerbaijan and prevent the catastrophe of genocide threatening the people of Artsakh. It is also time for the ICRC and other relevant international structures and human rights organizations to properly and adequately assess the situation and urge the Azerbaijani authorities to respect the right of the people of Artsakh to receive humanitarian aid and international protection. We emphasize that inaction and indifference encourage the genocidal actions of Azerbaijan."
