If the OSCE and the IC co-chairmanship were a serious structure, Azerbaijan would not have unleashed a war

Radar Armenia's interlocutor is Vahram Atanesyan, a former member of the NKR National Assembly and political analyst.

- Nagorno-Karabakh President Araik Harutyunyan has initiated constitutional changes, according to which the National Assembly will elect the president during martial law. At this stage, what is the purpose of such an initiative, and why is it essential that the National Assembly elects a president during martial law?

- Because according to the current constitution, if the position of the president remains vacant, the National Assembly is also dissolved, and a power vacuum is created. And elections are not held under martial law. In other words, there is a danger that in case of any force majeure, Artsakh will be deprived of the institutions of state power.

- There were rumors that the president and the minister of the state of Artsakh had gone to Moscow. Do these visits and these constitutional changes have anything to do with each other?

- As long as there is no official confirmation of the visit of the President and the Minister of State to Moscow, I cannot make assumptions.

- The President of the State Duma of the Russian Federation has stated that he is against the involvement of the European Parliament and PACE in solving the Nagorno-Karabakh problem. According to you, what "constrains" Russia, and, in this context, are these statements not in favor of Azerbaijan?

-Yesterday RA Foreign Minister received the personal representative of the OSCE Chairman-in-Office, Andrzej Kasprczyk. Is this talking about the activation of the OSCE? What are your expectations from the OSCE today?

- Not only I, but no one should have any expectations from the OSCE. If the OSCE and the co-chairmanship of the Minsk Group were a severe structure, Azerbaijan would not have unleashed a war.
