Nagorno-Karabakh

"In Artsakh, the Secretary of the Security Council is not part of the government," Vahram Atanesyan

About the situation in Nagorno-Karabakh, Radar Armenia talked with Vahram Atanesyan, a former member of the NKR National Assembly and political analyst.

- Secretary of the Nagorno-Karabakh Security Council, Vitali Balasanyan, was dismissed by Araik Harutyunyan's decree. Ararat Melkumyan was appointed in his place. According to you, in the current situation, what is the reason for Balasanyan's release, and why was this step taken?

- The issue of Vitaly Balasanyan's dismissal should be considered from the point of view of what mission he was appointed Secretary of the Security Council after the 2020 war. If we have the answer to that question, and I think we won't, then the "general replacement" will also be considered.

- According to you, were there prerequisites for such personnel change?

- I am not the one who decides to justify it or to say that I think it is appropriate. I know a constitutional reality: in Artsakh, the Secretary of the Security Council is not part of the government; he is not a government figure.

- Lachin Corridor has been closed for about 30 days. The evaluations of the international community are of no use. The Russian side does not take any steps either. In this case, how do you see the settlement of the issue?

- What should the "international community" do? There was no such entity in the military-political reality; there is none. What will the Russian side do? Disperse the "eco-activists" of Azerbaijan by force? It is excluded. What regulation are we talking about? Humanities? I do not think Azerbaijan will condemn 120 thousand of people to death by starvation.

- In that case, how do you see the settlement of the issue? Is there a need for a direct dialogue between Stepanakert and Baku regarding the opening of the Lachin Corridor?

- Of course, the most optimal option is the Baku-Stepanakert dialogue.

- What are your expectations from the Armenian side today?

-I can not say. Those who bear political responsibility or want to take it, let them communicate with people not through a rally but through friendly, sincere contacts. I can say one thing: this is no place to play Robin Hood.
