The Parliament of Artsakh made a statement a little while ago, referring to the closure of the only land road with Armenia.
Violating all the norms of international law and the provisions of the tripartite declaration of November 9, 2020, on the cessation of all military operations in Nagorno-Karabakh yesterday, December 12, a group of so-called environmentalists and journalists again closed the Stepanakert-Goris highway, which continues until now. These provocative actions, directly organized by the official Baku, aim to implement elaborate plans to depopulate Artsakh and forcefully include it in its composition. After November 9, 2020, Azerbaijan, disregarding the Tripartite Declaration signed by itself, illegally occupied many territories of the Artsakh Republic, regularly shelled Armenian settlements, and killed and terrorized the civilian population, disrupting its everyday life in every way. The demands and actions of environmentalists are devoid of substantiated justifications because, in the previous 30 years, no ecological threat to the neighboring Azerbaijani territories and the population living there has been recorded by the Republic of Artsakh, which speaks of the Republic of Artsakh as a responsible entity that respects the norms of international law.
The National Assembly of the Republic of Artsakh documents that this way of working of the military and political authorities of Azerbaijan is a gross violation of the agreements, international obligations, principles, and norms of international law, which threatens Artsakh with a humanitarian crisis, bringing our entire people to the brink of genocide.
The authorities of the Republic of Armenia are obliged to take objective and practical steps to restore the uninterrupted land connection between the Republic of Artsakh and the Republic of Armenia and to protect the rights of the citizens of the Republic of Artsakh.
We expect the Russian Federation, as a party to the tripartite declaration of November 9, 2020. A guarantor of peace and stability in the region, to immediately take measures to curb the extremist aspirations of Azerbaijan, which question the right of Artsakh Armenians to exist and live in their native land, as well as the authority of the Russian peacekeeping mission.
We call on international organizations and UN member states to condemn Azerbaijan's genocidal policy and to urgently convene a UN Security Council session to take practical steps for prevention.
We appeal to our compatriots in Armenia and the Diaspora to use all opportunities to speak out on various platforms about the humanitarian disaster created by Azerbaijan in Artsakh, to stand up for the protection of the rights of Artsakh Armenians and to be ready to take necessary actions in that direction.
