The Minister of Foreign Affairs of Artsakh wrote a letter to the General Secretary of the CE

On December 13, the Minister of Foreign Affairs of the Republic of Artsakh, Davit Babayan, sent a letter to the Secretary General of the Council of Europe, Maria Peychinovich Burich, in connection with the closure of the only road connecting Artsakh to Armenia by Azerbaijan and the resulting humanitarian disaster in Artsakh.

The letter states that Azerbaijan has violated the fundamental rights of about 120,000 people living in Nagorno-Karabakh, including children, the elderly, people with disabilities, and women.

The document emphasizes that Azerbaijan does not respect the European Convention on Human Rights provisions, which guarantee the protection of the right to life, free movement, and security of everyone, including those living in the conflict zone.

In that context, it is called:

- to apply the entire toolkit of the Council of Europe to eliminate the illegal and inhumane blockade of the population of Nagorno Karabakh by Azerbaijan,

- Send an observation mission of the Council of Europe to the given area to prevent further violations of the Convention,

- to suspend the rights of Azerbaijan's representation in the organization due to Azerbaijan's violation of Article 3 of the Charter of the Council of Europe.

Copies of the letter were also sent to the President of the Parliamentary Assembly of the Council of Europe, the Commissioner for Human Rights, and the Secretary General of the Parliamentary Assembly of the Council of Europe.
