Non-tripartite declaration-related actions and interventions are rejected

The "United Homeland" party of Samvel Babayan issued a statement referring to the possibility of introducing control mechanisms in the Lachin corridor.

"Considering the official publications and approaches of the parties regarding the establishment of possible control mechanisms in the Lachin Corridor connecting Nagorno-Karabakh and Armenia as a result of another provocation by Azerbaijan under the guise of an environmental action, the "United Homeland" party declares:

1. It is an urgent demand to delegate a mandate for a peacekeeping mission in Nagorno-Karabakh with the active participation of the international community by the procedures of the UN Security Council until its necessity is eliminated, that is, the comprehensive political settlement of the conflict.

2. Actions and interventions that do not stem from the tripartite declaration of November 9, 2020, which hinder the rights and freedoms of the people of Artsakh in their historical homeland, are entirely unacceptable.

Based on the control of prohibited items, appropriate equipment should be deployed first of all on the Karvachar-Mataghis and Khudaferin-Sanasar-Kashatagh-Karvachar routes in the regions of Karvachar, Kashatagh, and Akna, handed over to the control of Azerbaijan by the tripartite declaration, where the Azerbaijani side has not only concentrated a vast amount of workforce and military equipment but also to invade the sovereign territory of the Republic of Armenia through those territories: Jermuk, Vardenis, Syunik and others. This is when the parts handed over without combat operations should be demilitarized zones by international principles and norms, in this case, under the responsibility of Russian peacekeeping.

3. There is an urgent need to clarify the geographic coordinates of the Nagorno-Karabakh contact line and the Lachin Corridor, accordingly, the bases for the deployment of the peacekeeping troops of the Russian Federation along a 5 km wide border (2.5 km each on the right and left sides), deploying no more than one checkpoint, located on the Armenia-Artsakh edge.

4. The approaches of Armenia, as a signatory of the tripartite declaration, regarding the interpretation of the provisions of the same order and the discretionary attitude formed regarding them by political expediency are worrying. The authorities of the Republic of Armenia should seek to privatize and fix those mentioned above substantive and technical issues in the documents resulting from the tripartite declaration, obliging the other parties to the order to fulfill their obligations in full.

5. The criminal self-confidence of the authorities of the Republic of Artsakh is surprising against the background of continuous manifestations of force and threat of force against their people, in particular, territorial losses of strategic significance: Khtsaberd and Hin Tagher villages of Hadrut region (December 11-12, 2020), Parukh village and the adjacent Karaglukh Bardzunk ( March 24, 2022), Mount Kusanats with adjacent Saribab and Buzdukh heights (August 3, 2022), the tension on the contact line with casualties and injuries, incidents among the civilian population, etc.

The "United Motherland" party reaffirms its position that the internal political arrangement of the Republic of Artsakh does not reflect the post-war realities. The political leadership is entirely out of touch with the essence of the challenges in and around Artsakh, which the outcome of new elections can only overcome. As a result, the government, which received the people's mandate of Artsakh, will accept positive legitimacy to negotiate directly with Azerbaijan. Otherwise, the people can take appropriate steps," the statement said.
