Artak Beglaryan, the adviser to the Minister of State of Artsakh, wrote on Twitter.
"The authorities of Artsakh are ready to negotiate with Azerbaijan, but the topics and the international format should be decided in advance. The representative of Artsakh should be appointed only by our authorities. We have contacts with each other, but only for mutual humanitarian needs," Artak Beglaryan wrote.
