Marcel Petrosyan, head of the "United Motherland" faction of the Artsakh National Assembly, stated on behalf of the party, referring to the appointment of Ruben Vardanyan to the position of Minister of State. The statement specifically states:
"Oppositionally positioned Armenian press is particularly worried about the results of the Stepanakert meetings of Samvel Babayan, the leader of the "United Fatherland" party.
Let's create an impression or not notice that the cause of this concern is the high level of people's faith and trust in Babayan, which is not favorable to some political circles in Artsakh. Samvel Babayan, the leader of the "United Homeland" party, has his indisputable place in Artsakh and in Armenian history, and comparing and contrasting him with anyone else is at least absurd.
Let's look at the activity and vision of the "United Motherland" faction, as the second parliamentary force. In particular, regarding Ruben Vardanyan, who submitted a political bid in Artsakh, I should mention that we do not have a biased position regarding his move to Artsakh. By the way, the leader of the party also announced this, urging the public to wait for the results of his work. Supporting him as a public official will depend on the possibility of combining the development plans to be presented by him with our vision. in particular
- realization of Artsakh's subjectivity in the field of foreign policy, direct negotiations between Stepanakert and Baku under the auspices of the OSCE Minsk Group and protection of the rights of the people of Artsakh in international courts,
- in the field of security, full realization of the right to self-defense,
- in the socio-economic sphere, introducing the model of "smart" villages, establishing a monthly allowance of 80,000 AMD for children aged 0 to 6, and 100,000 AMD for single mothers, as a prerequisite for demographic growth.
- in the domestic political field, constitutional reforms: a clear division of duties and responsibilities between the President, the Speaker of the National Assembly, the Speaker of the Security Council, the Prime Minister, and the constitutional institutions.
To realize all this, it is a prerequisite to establish an education strategy with clearly defined goals, because education is the key prerequisite for long-term sustainable development.
As for our parliamentary faction, it has a clear position on monitoring the parliamentary activity of the deputy elected as a result of proportional elections and considers that the deputy should be recalled if he does not meet the expectations of the people and does not fulfill the powers set by the law. With this logic, the faction proposed to fix the norm of recall of the deputy in the Constitution. As for the complaints from the faction's MPs, in his public speeches, Samvel Babayan expressed dissatisfaction with the work of the National Assembly in general.
As the leader of the faction, I reaffirm that we are ready to support the approaches that reflect the daily challenges of our country and their practical solutions.
