Artsakh HRD Gegham Stepanyan made a statement in which it is said, in particular:
"Article 51 of the Constitution of the Republic of Artsakh enshrines the right of everyone to receive information about the activities of state and local self-government bodies and officials. To ensure this right, legal acts with lower legal force also provide for the duty of various state bodies to act publicly within "permissible" limits.
The citizens of the Republic of Artsakh have the right and moral necessity to be informed about the events taking place in and around Artsakh. This right also applies to upcoming projects directly related to specific processes of organizing personal and public life (construction of roads and changing routes, provision of the Internet, energy and gas supply, conducting other means of communication, etc.).
Inaction or passivity of the government in such matters increases the feeling of uncertainty among the public, causing additional concern and anxiety.
To avoid the consequences mentioned above, we call on the government of the Republic of Artsakh to fully ensure the citizens of the Republic of Artsakh are informed and to issue informative statements regularly, timely, and appropriately on issues related to public life."
