Aliyev was not ready to sign. Khurshudyan

Radar Armenia's interlocutor is public figure, analyst Hovsep Khurshudyan.

- What can we conclude from the information disseminated today after the meeting between Nikol Pashinyan and Ilham Aliyev?

- A general positive background, but an unsigned agreement. In other words, the deal that has not yet been signed means that there is still work to be done. Aliyev was not ready to sign it. I assume that Aliyev also needed this meeting for visibility, especially given the tension in his relations with Russia. In other words, he is regulating ties with his neighbors, and only Russia is creating problems for itself, and Russia cannot have a chance to use Armenia against itself.

- The Deputy Foreign Minister stated that the Armenian side is not against delegating control of the road passing through Syunik to an international organization, if this fully complies with Armenia's principles. How beneficial is this for the Armenian side?

- Those conversations have been going on for a long time. It was also through the mediation of Charles Michel that the unblocking of the roads was negotiated. When an agreement was reached between Armenia and Azerbaijan, Aliyev confirmed that the roads should be opened under the condition of reciprocity and sovereignty. At that time, there was already discussion about a Dutch organization taking on logistics management issues. In other words, it would be outsourced to that company, of course, within the framework of Armenia's sovereignty and laws. Now it is back on the table again, but that does not mean that it must necessarily be a Dutch company. It could be another company, for example, an American one, which would also involve the United States more in what is happening, providing an additional component of stability.

- And from the deputy minister's words, can we assume that there is already a specific agreement on this?

- It isn't easy to say. If something has not been signed, it means that they have not yet agreed, or some details require a final agreement.

- Opposition representatives believe that this will endanger Syunik and weaken Armenia's sovereignty. In your opinion, how well-founded is this?

- This is nonsense. It does not harm; on the contrary, it ensures stability and security. If any organization, in which Armenia will also have its share, should operate within the framework of Armenian laws, if it were in the form of a consortium, how would it harm Armenia's sovereignty?
