Security remains a top priority in the tourism industry. In 2025, several countries were considered extremely dangerous for tourists due to wars, crime, terrorism, and political instability.
According to the Global Peace Index (GPI), Russia topped the list in 2025, being considered the most dangerous country. The war in Ukraine, the threat of terrorism, and the high level of militarization create extreme risks. The US State Department strongly recommends avoiding travel, classifying the country as “Do Not Travel” (Level 4).
Next is Ukraine, where missile strikes, unexploded ordnance, and damaged infrastructure pose life-threatening dangers for tourists. International SOS assesses some regions of Ukraine as extremely risky, and the US State Department has given it Level 4 status.
