According to Pashinyan. "Has any government in Armenia recognized Karabakh as part of Azerbaijan, and which government has recognized it?" Yes, the Republic of Armenia recognized Karabakh as part of Karabakh, which was done under Vardan Oskanyan. At the moment when Armenia accepted the Madrid principles as a basis for negotiations, from that moment, it recognized Nagorno-Karabakh as a part of Azerbaijan."

Pashinyan mentioned that he spoke on this topic from the NA podium, but there was no substantive response. "There is no need to make hysterical statements now. Moreover, it was Vardan Oskanyan who publicly recognized RA as an occupier. RA could not overcome these two actions of Vardan Oskanyan and his leader and has not been able to announce it until today. We must admit that we may never be able to announce those statements. We are trying to manage the consequences of that statement because, at that time, it was not Vardan Oskanyan and Robert Kocharyan who recognized Karabakh as a part of Azerbaijan but the Republic of Armenia. Let them not have tearful or brash speeches. And it happened in 2007; it was part of the combination of power transfer. Serzh Sargsyan and Eduard Nalbandian also recognized Karabakh as a part of Azerbaijan. Robert Kocharyan recognized Karabakh as part of Azerbaijan, leaving Karabakh out of the negotiation process in 1998 and ratifying the OSCE Istanbul Security Charter in November 1999."

Pashinyan elaborated that they fought against those decisions so that they could turn it back. "Did it succeed? No, we didn't." And it's time to admit that we probably won't succeed."

He emphasized once again that Armenia recognized Nagorno-Karabakh as a part of Azerbaijan. "And its authors are Vardan Oskanyan and Robert Kocharyan, and Serzh Sargsyan and Eduard Nalbandian accepted that heritage as a precondition for assuming power."

Nikol Pashinyan also said he is criticized for saying, "Artsakh is Armenia, and that's it." "In the preamble of the 1990 RA Declaration of Independence, reference is made to the decisions of the Central Committee and the National Council of Nagorno-Karabakh on reunifying NK and RA. And the fact that the representatives of the previous government criticized me the most in this regard means that they admit that at the time of my assumption of power and making that statement, we had already dealt with the cancellation of the content of the Declaration of Independence by all the previous negotiators, all without exception."
